LOCATION:  Winchester-Clark County Parks and Recreation, 15 Wheeler Avenue, Winchester, KY 40391

FACILITY:  The competitive swimming pool measures 6 lanes by 25 yards. The depth of the pool at the start end is 11.5 feet. The depth at the turn end is 3.5 feet.  The seating capacity for the spectators is 70, which includes handicapped seating for 20. Competition will occur in all 6 lanes. Men’s and Women’s locker rooms are off the pool deck but are not accessible to parents during the meet. Parents who wish to accompany their children to the locker rooms should utilize the restrooms in the lobby. Colorado touchpad timing system and scoreboard are available. The competition course has not been certified in accordance with 104.2.2C (4) because USA Swimming no longer maintains a list of certified pools.  However, the length of the competition course is in compliance and on record with USMS in accordance with articles 105.1.7 and 106.2.1.  

USMS 103.18.9 Timing System Eligibility:  Each race will be timed using a Colorado touchpad as the primary time source, with two (2) backup buttons and two (2) stopwatches as backup times.  No swimmer shall be required to reswim a race due to equipment failure that results in unrecorded or inaccurate time or place.  Times from this competition WILL BE ELIGIBLE for USMS record and Top 10 consideration.


17&U athletes will use the locker rooms off of the pool deck.  All 18&O athletes and parents wishing to accompany their child must use the family restrooms in the downstairs hallway

MEDICAL SUPERVISION:  WCCPR Lifeguard staff will provide first aid.  An AED is available on the pool deck and at the front desk of the building.

SAFESPORT:  

  • Current USA Swimming Rules, including the Minor Athlete Abuse Prevention Policy (“MAAPP”), will govern this meet.
  • All applicable adults participating in or associated with this meet acknowledge that they are subject to the provisions of the USA Swimming Minor Athlete Abuse Prevention Policy (“MAAPP”), and that they understand that compliance with the MAAPP policy is a condition of participation in the conduct of this competition.
  • Use of audio or visual recording, including a cell phone camera, is not allowed in changing areas, restrooms, behind the starting blocks or locker rooms.
  • Deck changes are prohibited.
  • Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open-ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. Exceptions may be granted with prior written approval by the Program Operations Vice Chair. USA Swimming article 202.4.9 J

UNSUPERVISED SWIMMERS: USA Swimming athlete members must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. Swimmers participating under the provisions of 202.6 or USA Swimming’s “open border” policy must be under the supervision of their coach or a USA Swimming member coach. Coaches who are entering swimmers but will not be at the meet should arrange ahead of time for another coach to supervise their athletes. Swimmers unaccompanied by their coaches or for whom arrangements have not been made must contact the Meet Director or Meet Referee who will assist the athlete in finding coach supervision.

ENTRY DEADLINE: The due date for entries, electronic or otherwise, Wednesday, January 17, 2023 by 11:59pm

ENTRY FEES: Individual events $7.00; $15.00 facility charge; plus a $2.50 per swimmer KYLSC surcharge. USMS swimmers pay by credit card via Club Assistant to merchant “Swimchester Sailfish”.  There is a $1,000.00/swimmer handling fee for entries not furnished in an electronic file. 

ENTRY LIMITATIONS: Swimmers may enter up to 4 individual events/day.  For the purposes of limiting the timeline, the 13&O 500 Free and 400 IM of both genders will require a minimum entry time of 8:00.00 or faster.  Proof of times will be enforced for these events.
 
MASTERS ENTRY LIMITATIONS:  The 500 Free and 400 IM events require an entry time of 8:00.00 or FASTER.  The 1000 Free event requires an entry time of 14:00.00 or FASTER.  Please do not enter these events if you cannot meet those times.

DECK ENTRIES: Only swimmers previously entered in the meet may deck enter an event 500y and below, provided itdoes not add an additional heat.  No new swimmers will be added after the published entry deadline.
  
SCRATCH RULES: Athletes may scratch any event at any time without penalty.  The host team asks that any scratches of events 400 and long be made as early as possible to allow for reseeding.

ELIGIBILITY:  Swimmers must be current athlete members of USA Swimming as provided in Article 302 or as provided under 202.6 or USA Swimming “open border” policy.  OR current members of US Masters Swimming.  Age is as of the first day of the meet for USAS athletes and as of the last day of the meet for USMS athletes.  Coaches must be current coach members of USA Swimming and must wear credentials during the meet. Any USAS swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.

ENTRIES: Please make all entries in SCY times.
Only electronic entries will be accepted.  Handwritten, telephoned, or faxed entries will not be accepted except for the report sheet provided for utilization when entering swimmers with a disability. If the USA Swimming ID for any swimmer is omitted, that swimmer’s entries will not be accepted.

ENTRY PROCEDURES:  The entry deadline for USMS swimmers is January 17, 2023 at 11:59pm. 
  • USA Swimming teams: Please submit entry file by e-mail to CoachKevinSWSF@gmail.com.  Team Waiver and payment should be submitted before the start of the first session of the meet.
  • USMS swimmers: Use https://www.clubassistant.com/club/meet_information.cfm?c=2671&smid=17944  to enter and pay for the meet.
SWIMMERS WITH A DISABILITY:  Entries for swimmers with a disability should be handled in the following manner: (1) enter the swimmer in the Hy-Tek database (or on the regular entry form); (2) list in the email accompanying the Hy-Tek entry file (or on a separate sheet of paper) the name of the swimmer, the stroke(s)/distance(s) s/he wishes to swim, the entry times, the day/session s/he wishes to swim the event(s), and the manner in which s/he prefers to be seeded (with a longer distance or with a different age group); and (3) provide any information about special accommodations needed by the swimmer. The final determination of seeding will be made by the Meet Referee after consultation with the swimmer and his/her coach.

CONDUCT:  The meet will be conducted according to the rules set forth in the current USA Swimming Rules and Regulations.  Events will be contested in a SCY course.  All events are deck seeded and timed finals. Heats will be swum slowest to fastest. 

CLERK OF COURSE: Clerk of Course will be in the gymnasium for 12&Under athletes only during the afternoon 12&U sessions.
 
AWARDS: Scoring will be standard invitational scoring, 20-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1.  Events will be swum as 12&U, but for scoring purposes, they will be split and scored in the 8&Under, 9-10, and 11-12 age groups.  The 13&Over events will be split and scored as 13-14 and 15&Over for USAS swimmers, and for USMS swimmers, 18-24, 25-25, 30-34... in 5-year increments as high as necessary.  The High Point award for the male and female winner of each age group will be based on an athlete’s eight (8) highest scoring events.  Winners will receive a WWE-style heavyweight championship belt.  There are no prizes for first and second runners-up.

WARMUP/WARMDOWN:  Prior to the start of each session, lanes in the competition pool will be made available to USAS club team and USMS swimmers in proportion to their entry numbers for that session.  During the meet, the adjacent warm-water therapy pool (15m long, 89F) will be open for warmup/warmdown.  Mid-session, the competition pool may be made available for warmup/warmdown for athletes at the Meet Referee’s discretion. Coaches must maintain contact with their swimmers during warm-up.  All entry into the pool for warm-up is feet first from the starting block end of the pool.  There is no diving during warm-up, except in designated sprint lanes. 

ADMISSION COST: Free.  A multisession heat sheet will be available for $10.  Heat sheets will also be available on MeetMobile. 

SPECTATORS SEATING: Spectators and USMS athletes may sit in the bleacher on the pool deck.  All athletes must sit in the gymnasium and must return there immediately following their events.

PARKING: There is adequate lot and street parking around the WCCPR building.

RESULTS:  Results will be posted immediately on MeetMobile, at the entrance to the pool, emailed to the coaches, and on the KYLSC website following the meet.

SAFETY/WARM-UP: Coaches must maintain contact with their swimmers during warm-up.  All entry into the pool for warm-up is feet first from the starting block end of the pool.  There is no diving during warm-up, except in designated sprint lanes. 

COACHES:  
  • There will be a coaches’ meeting 10 minutes prior to the start of each day’s swimming competition. There will be an officials’ meeting 20 minutes prior to the start of each swimming session.
  • Except for coaches accompanying athletes participating under the provisions of 202.6 or USA Swimming’s “open border” policy, all persons acting in any coaching capacity must be members of USA Swimming.
  • Coaches must show USA Swimming certification in order to receive their coach’s packet, and must wear credentials during the meet.  

OFFICIATING OPPORTUNITY:  Anyone that is a USA Swimming certified official is welcome and encouraged to join the Kentucky Swimming officials in officiating this meet. Contact Meet Referee Jason Thomas at jasonthomas44@gmail.com if interested in officiating or apprenticing. 

VOLUNTEER REQUIREMENTS: All meet directors, referees, starters and stroke and turn judges serving in an official capacity must be members of USA Swimming or other FINA-member organization. 

NOTE: Only athletes entered in the meet, working coaches, officials, and meet workers are allowed on deck.  Other non-participants are expected to remain in the spectator area.

HOSPITALITY: Hospitality will be available to coaches, officials, and timers in the Lifeguard Office.  Any parents, athletes, or spectators who wish to purchase food or drinks may do so at the concession stand in the gymnasium

DIRECTIONS: Address is 15 Wheeler Avenue, Winchester, KY 40391.
  • From north Lexington, take I-64 East to Exit 94/Van Meter Road/US-1957 and turn right off of the exit.  At the first intersection, turn LEFT onto US-60/Lexington Road.  After 2.1 miles, turn RIGHT onto Hays Street.  Take a LEFT onto College Street, followed by the 2nd RIGHT onto Wheeler Avenue.  Facility is at 15 Wheeler Avenue.
  • From south Lexington, take Todds Road (US-1927) east for approximately 6.5 miles from Man O’ War Boulevard. Take a LEFT followed by an immediate RIGHT at the dead end at Comb’s Ferry/Graze Restaurant to stay on US-1927 (name changes to Colby Road).  Stay on Colby Road for approximately 7.5 miles (name changes to Belmont Road after crossing US-1958/Bypass Road).  Turn LEFT onto Burns Avenue.  Turn LEFT onto College Avenue.  Turn LEFT onto Wheeler Avenue.  Facility is at 15 Wheeler Avenue.
